As of February:
  • Three (3) River Basin Flood Forecasting and Warning Centers (RBFFWCs) had already been bid adn is due for awarding this month. These Flood Forecasting and Warning Centers (FFWCs) are for the Tagum-Libuganon River Basin, Buayan-Malungon River Basin and Davao River Basin. These river basins are found in Mindanao. It is targeted that the construction of all the FFWCs will be finished this year.

    • The formal Notice to Proceed (NTP) was issued on June 16, 2014. With the prior plan to conduct Information and Education Campaigns (IECs) for Bulacan and Rizal on June and July, respectively, the CBFEWS Team is now in close coordination with both provinces.
    • As of June 19, Preparatory works for installation in Rizal Province commenced. Installation plan was forwarded to concerned Departments in the Provincial Capitol where the PDRRMO is located. Formal letters were sent to Chief Executives of Rizal Province (Governor of Rizal and Mayors of Tanay, Morong, Teresa and Angono). This was to formally inform them of the installation of gauging stations in their respective areas of concern. Draft Memoranda of Agreement (MOAs) were also forwarded.
    • Similar activities are being undertaken for the three other Provinces.

Activities: 
  • IFAS setup at PAGASA HMD Operations; preparation of PAGASA website to display Auto IFAS output; System integration for Rain gauge data, GSMap System, IFAS and website; Training for operators (practical training for operators of the system to understand how to manage the system).
          Two special softwares were provided under the Project namely, GSMAP Calibrator (by RESTEC) and IFAS (by ICHARM). These are installed on a server established under the Project located at                 HMD Main Operations Center (HMD-MOC). These are currently being tuned up and remotely maintained by the Japanese Experts. The main outputs are hydrographs and kml files (for Cagayan               River Basin) automatically uploaded on the MeteoPilipinas Website. In due time, Forecasters/Hydrologists/Disaster Managers will utilize these products to forecast and manage floods in the CRB.

    • Stakeholders’ Orientation for the stakeholders of the Cagayan River Basin was held on 04 July 2013 at the Pulsar Hotel, Tuguegarao City.
      • REMARKS: Attended by 34 local stakeholders (10 from the academes, 11 from the LGUs – PLGU-Cagayan, Tuguegarao City, Municipalities of Enrile and Amulung and 13 from RLAs – OCD, EMB, CHED, DENR, DEPED, HLURB-NL, MGB, DILG and NEDA).
    • Stakeholder’s Orientation for the Jalaur River Basin stakeholders was held on 09 July 2013 at the Hotel del Rio, Iloilo City.
      • REMARKS: Attended by 36 local stakeholders (13 from the LGUs – PLGU-Iloilo, Passi City, Municipalities of Pototan, Zarraga and Calinog), 12 from RLAs (OCD, HLURB-WV, EMB, MGB, DEPED, DILG, DOST, CHED) and 11 from academic institutions (UPV, USA and CPU).
  • FLOOD HAZARD MAPPING
    • A partnership agreement with PAGASA and UP was finally signed in the last quarter. The partnership with UP is necessary inasmuch as the modeling will require (DEM/LIDAR) data generated by the university under the DOST-funded NOAH/DREAM Project. The DEM/LIDAR data will be supplemented by satellite imagery data (note that NOAH/DREAM Project conducted mapping for the flood plains only of CRB and JRB).
      • REMARKS: Significant delays had been incurred in the finalization of the MOA due to IPR concerns on the part of the University. This activity is expected to produce flood (inundation) hazard maps representing the 10, 25, 50 and 100 years rainfall return period for each of the river basin (CRB-Tuguegarao River Stretch and JRB).
    • Another important requirement for this activity is the acquisition of stereo satellite imagery, which will be delivered on early January 2014, purchased through UNDP system.
      • REMARKS: An ocular visit to the pilot LGUs in JRB was conducted on 21-23 November 2013 by the CCC-CCO and experts from the University of the Philippines Training Center for Applied Geodesy and Photogrammetry (UPTCAGP) to inspect/identify flow measurement sites install rain and depth gauges in certain areas and establish linkages with the concerned LGUs.

START OF SOUTHWEST MONSOON

Southwesterly windflow has been dominant over the West Philippine Sea for several days now. This is due to the formation of semi-permanent trough over Northern Luzon-Taiwan area and the eastward migration of the North Pacific High Pressure Area which are the prominent indicators of the southwest monsoon onset in the country. 

Likewise, the prevailing weather condition in most parts of Luzon and Visayas particularly the western section is now warm and humid as characterized by occasional to frequent occurrences of afternoon-evening or early morning rainshowers and thunderstorms. These developments signify the approaching onset of rainy season under Type 1 climate covering the western parts of Luzon and Visayas.

To further strengthen its weather forecasting capabilities, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), in partnership with the Korea International Cooperation Agency (KOICA), inaugurates the new Communication, Ocean and Meteorological Satellite (COMS) Data Analysis System at the PAGASA Weather and Flood Forecasting Center in Quezon City.
